In a city centre, modular construction already has a concrete example of a response to housing emergency. Barcelona's APROP Glòries provides 42 temporary accommodations within a defined municipal programme.

77 modules, 42 accommodations

The city describes a seven-storey building assembled from 77 prefabricated modules. Construction took 26 weeks and activity began in December 2022. Those dates describe this building, rather than a delivery promise for all offsite projects.

The modules use adapted shipping containers. APROP is temporary accommodation linked to social support, so it should not be described as permanent housing available to any buyer.

The need it addresses

The programme seeks to accommodate people and families experiencing residential exclusion near their existing everyday surroundings. Proximity matters: a roof far from school, employment or support networks can introduce new difficulties.

Our analysis: factory work and neighbourhood planning

Factory tasks can be organised alongside site preparation. However, the case also raises questions about access, utilities and management of residents' stays.

A municipality considering a comparable initiative should identify usable sites, the permitted duration of use, household needs and the managing organisation before comparing systems and seeking a complete project budget.

What this example establishes

It establishes a delivered modular temporary-accommodation facility with documented scale and construction timing. It does not establish permission to place any module on any land.

An equivalent project should measure time until residents move in, accommodation quality and progress towards a stable housing solution. Construction speed is one part of that assessment.
