For some temporary-accommodation projects, success means serving a need for years and closing when that need ends. Two Rivers Lodge, created for BC Hydro's Site C hydroelectric construction project in Canada, provides a case with published cumulative use.

Ten years and a documented closing date

ATCO's 8 May 2026 review describes operation from 2016 until 1 April 2026. It reports more than 3.29 million resident days and a peak above 2,300 guests, exceeding 98% of capacity at that peak.

The percentage is not ten-year average occupancy. A resident day is not a unique person: a multi-night stay contributes multiple days.

Modular construction for a long temporary need

The project profile describes an initial 757-module complex built in under 13 months. Those figures refer to a particular phase, and a module is not necessarily an independent dwelling.

Our analysis: temporary use needs lifecycle planning

Accommodation for major construction may be required for much longer than a season. Maintenance, changing demand and end-of-use arrangements deserve attention from the outset.

Phased expansion, adaptation and the eventual destination of components should be examined before procurement. We do not claim the complex has been reused elsewhere: the reviewed source establishes closure, not a completed relocation.

What another developer can learn

The case suggests operational measures such as resident days, peak utilisation, incidents and whole-contract cost. Comparing hotels or rentals requires an equivalent service level.

Two Rivers documents modular accommodation serving a major project for a decade. Its lesson is that a temporary facility should be assessed by the need it meets and by management throughout its useful period.
